Well, this is only -0.9, so I'd have to imagine that at -99 cars would accelerate their speed while on the ground a hundred times faster. Haven't experimented with it in a while, but if I had to make a guess I'd have to say that you probably wouldn't even see the cars, they'd either be too fast, stuck in buildings, flying far away, or dead.
